City leader rebuilds against the odds

The odds might have been seen as stacked against Dave Hicks and the city of Moraine nine years ago.

The city’s biggest employer was closing its doors. The nation as a whole was in the midst of its worst recession since the 1930s. And the prospects for rebuilding seemed grim.

But that didn’t stop Hicks and his team of city leaders from embarking on the work ahead.

Now that Hicks is on the cusp of retirement from his job as city manager, he looks back on the unlikeliness of it all.
