A warrant was issued for the arrest of West Carrollton resident and CCW instructor Michael Landis, who has been charged with four counts of theft, according to police and court documents.

Landis, 32, who runs The Landis Defense Solutions Tac-House Training, allegedly double-charged three people who took his carrying a concealed weapons class.

Police reports indicate that between June and July, three people agreed to pay enrollment fees of $37.98, $75.96 and $54, respectively, via their credit cards, but Landis charged them twice.

Reports show each person contacted Landis when they noticed the error, and he promised to reimburse them, but he didn’t and they went to police.

A fourth theft charge is related to Landis allegedly agreeing to sell a safe to a man, who delivered the money, but Landis then refused to turn over the safe.

Landis had his permission to conduct self-defense and CCW classes at the West Carrollton Civic Center revoked by police.

Investigators said they received a complaint from the Montgomery County Sheriff’s Office that the man was making a profit from the classes, a violation of the agreement he had with West Carrollton city officials. Police said Landis also is involved in a related investigation with the sheriff’s office.

One of the complainants wrote that Landis showed up late for classes, changed the location and canceled part of the lesson.

The alleged victim wrote that Landis said “his friend committed suicide and he then informed us we would not be doing the shooting (portion) of class due to not being comfortable around guns at this time,” the man wrote. “We had one more hour of class. He then gave us our certificate and said congratulations.”

A January 2016 Dayton Daily News article indicated that West Carrollton changed its guidelines regarding shooting ranges at Landis’ request.

Landis was quoted saying he wanted to have a training site focusing on Simunition® firearms equipment. Simunition uses paint rounds, “so it enables you to do realistic training without the lethal effect,” Landis said.

The sheriff’s office asks that anyone who may have additional information about Landis’ classes call (937) 225-5005.
