New 444-unit apartment complex proposed for Centerville

More housing could be coming to Centerville if city council approves a proposal for a 400-plus unit, multi-family complex near Alex-Bell Road.

“It could potentially have a very positive impact on the community,” Centerville’s planning and zoning administrator Andrew Rodney said. “It’s an opportunity for the community to capitalize on the new wave of luxury, multi-family developments in the Dayton region.”

The Loft, being proposed by Columbus-based Hallmark Campus Communities, includes 444 multi-family residential units and a community center on 38.7 acres.

Most of the property, located along Chardonnay Drive, north of Alex Bell Road and east of Loop Road, is vacant and has not seen development since the 1990s.

Several attempts have been made to develop the land with French Manor Condominiums remaining the only successful project.

Hallmark CEO Richard Kirk said that the development team has been working with French Manor association members to ease their concerns about developing the adjacent land, including giving the condo owners gated entry, maintaining their retention pond and buying other parcels of land to keep more development from impacting the condos.

“We commonly have to deal with neighbors and hear their concerns,” Kirk said. “We want to be good members of the community.”

Nearly 70 percent of the units would be one-bedroom, with the remaining units being two-bedroom units, including 12 two-bedroom townhouses. Other plans for the Loft include their own retention pond, walking trails as well as surface and garage parking. The complex would also be within a mile of Cross Pointe Shopping Center and the Allure, another proposed multi-family development along Loop Road.

The cost of the Loft development and potential price of the units were not made available.

The preliminary plans and rezoning applications for the project were approved Tuesday by the city’s planning commission.
