“Terry and I work hand-in-hand every day, so I’m really involved with a lot of issues that he was involved with,” Turner told the Dayton Daily News. “I really want to focus on the air service, working with the airlines and looking at ways to increase the air service here in Dayton.”

Turner first joined the Dayton Department of Aviation as operations and maintenance supervisor in 2002. He was later promoted to operations manager in 2007 and deputy director in 2010. Current roles include managing capital construction projects, overseeing daily operations and communicating with the FAA, TSA and other agencies.
“We’ve done a lot of good work here at the airport with the construction of the new front canopy and all the development that’s come around the airport, so this is an exciting time to take over,” Turner said.
Turner has also served as interim deputy city manager and holds a bachelor’s in professional aeronautics and an associate’s degree in aircraft systems maintenance.
Shelley Dickstein, city manager, is responsible for filling the position.

“Gil has a proven history of stepping up to provide management and leadership skills whenever necessary and has been an integral part of the success we have seen at Dayton International Airport,” Dickstein said. “I am confident that Gil will be able to continue and build upon the economic momentum started by former director of aviation Terry Slaybaugh.”
Slaybaugh announced he was resigning from his position as airport director earlier this month.
“I know that you will continue to build on the excellent service and organization that is the Department of Aviation,” Slaybaugh said in an email to airport staff when he announced his resignation. “I am very proud of all of our collective accomplishments we have made together over the last eight years.”
Slaybaugh was named managing director of economic development infrastructure for JobsOhio, said JobsOhio spokesman Matt Englehart. Slaybaugh said he and his family will remain in the Dayton area.
