Parker takes over at one of the largest employers in Miami County, leading the medical center at the same time that Kettering Health Network, Premier’s chief competitor, expands into the area with a new $60 million Troy hospital under construction.
Becky Rice retired as president of Upper Valley Medical Center effective March 31, after more than 42 years with the organization, according to the hospital statement.
Rice had taken the helm in 2014 after Parker’s first stint as Upper Valley Medical Center president.
Parker at the time left to become system vice president of service lines for Premier Health, the parent company of the hospital. He most recently served as chief experience officer for Premier Health and will retain that position as a dual role.

Parker began his career at UVMC in 1988 with Dettmer Hospital.
Rice previously served as vice president of operations for many years. She began her career as a registered dietitian at Piqua Memorial Hospital and has held several leadership roles at UVMC.
