Ohio EPA to hold hazardous waste permit hearing on West Carrollton site

The Ohio Environmental Protection Agency will hold a public hearing Aug. 22 on a draft permit to allow a company to store and treat a total of 462,000 gallons of hazardous waste at a West Carrollton location.

If the draft permit renewal is approved, the permit would allow Veolia ES Technical Solutions, 4301 Infirmary Road, to continue storing up to 158,400 gallons of hazardous waste in containers at one time in two buildings, according to the Ohio EPA. The material could be stored for up to one year. The agency said no hazardous waste disposal takes place on site.

In addition, the facility would be authorized to continue to store and treat a total volume of 462,000 gallons of hazardous waste in 40 tanks at one time, the agency said. Decanting, distillation and fuel blending would be allowed, the agency said.

The hearing will begin with an information session, scheduled to start at 6:30 p.m. in the West Carrollton Municipal Building community room, 300 E. Central Ave.

In May 2009, an explosion tore through the Infirmary Road facility, sending four workers to area hospitals and causing some $50 million in damage. The U.S. Occupational Safety and Health Administration said the explosion was the result of a “large cloud of flammable and solvent vapor ignited by boilers at the worksite.” OSHA said it found 11 serious violations of federal workplace standards at the site.

OSHA proposed $45,000 in fines against Veolia ES Technical Solutions.
