According to court documents, just before 11:30 p.m. Dec. 11, police responded to the 1100 block of Leo Street on a report of a man lying in the street. On arrival, police found Newell, who had been shot.
Through surveillance video, police found that a man, later identified as Ward, shot into the vehicle multiple times. Ward then fled the scene in a Dodge Charger, police said.
Newell was a passenger in the vehicle and fell out into the street. He was pronounced dead the same night.
Ward was booked into the Montgomery County Jail on Monday at around 4 p.m., according to jail records, and is due in court today at 1:45 p.m.
