Election 2024: Here are local issues that could appear on November ballot

Voters this fall will be asked not only to decide on national, state and local leadership, but also a slew of proposed school district property tax levies, income tax items and other ballot issues for their communities.

The filing deadline for ballot issues for the Nov. 5 general election was Wednesday afternoon.

The following levies and issues will likely appear on ballots, pending certification from their county boards of election.

Montgomery County

In Montgomery County, Dayton Metro Library will seek a 1 mill, 5-year levy to cover current expenses. Library officials have said that without this levy, they will need to cut the library’s budget by 20%.

Five Rivers Metroparks will also have a 1 mill levy on the ballot, with the property tax spanning 10 years to cover current expenses at the park system. If voters approve the proposed levy this fall, MetroParks will have about $14.2 million annually for 10 years to go toward its backlog of maintenance needs, addressing those needs by 2037, the organization said.

Centerville Schools will be asking voters, for a third time, to decide on a 3.9 mill, permanent levy for current expenses at the district. Clayton residents may also be asked to decide on an increase to their income tax in order to pay for police and fire operations. The income tax hike has failed a few times.

German Twp.: 4 mill additional, continuing, fire and emergency services

Northern Warren County

In Warren County, the village of Harveysburg may have five separate ballot items — two of which are asking for new tax money and one of which is proposing dissolving the village altogether.

The initiative to surrender corporate powers could be returning to the ballot this fall after narrowly failing last year. The item is a citizen-led petition, according to the Warren County Board of Elections, and it comes after an admissions tax was imposed by the village on land used for the Renaissance Festival.

Voters in Harveysburg last fall also rejected two 2.5 mill levies for police and general operating expenses proposed by the village.

Ballot language for the Lebanon adult-use issue and the Harveysburg referendums on ordinances is pending review by legal counsel and the Ohio Secretary of State’s office.

Greene County

In Greene County, the biggest issues submitted to the Board of Elections included a Beavercreek City Schools bond issue to build a new high school. The new high school is part of the district’s plans to move all its students to the building of one grade higher, as the district continues to see swelling enrollment.

Yellow Springs schools are also taking a second crack at a 9 mill substitute levy for its current expenses, which voters rejected in March.

Miami County

Some Miami County ballots may contain a Milton-Union Exempted Village School District request for a 0.75% income tax to cover current expenses of the district. Other voters may be asked to decide on electric and gas aggregation in Pleasant Hill or additional fire and EMS levies in Washington, Springcreek or Lostcreek townships.

Multiple Preble County communities — Gratis, Verona, West Elkton, Gasper Twp., Gratis Twp., Harrison Twp. and Israel Twp. — are asking voters to decide on fire, police and EMS levies this fall.

An issue related to marijuana dispensaries has also been proposed for the Lewisburg ballot.
