The 38,410-square-foot structure will be located on 1.175 acres, according to the city, just south of the U.S. Post Office, which is at the corner of Stroop Road.

The last final occupancy permit for an apartment building in Kettering was issued more than three years ago, said Tom Robillard, city planning and development director.
“Hempstead Landing will include a mix of one-, two-, and three-bedroom units contained in a four-story, elevator-serviced building,” Spire Development co-founder Scott Harrold said in an email. “The building’s exterior will consist of high-quality stone and Hardie plank.”
Rents will be announced closer to opening, which is expected to be next spring, he added.
Harrold declined to provide the company’s total investment in the development or its classification as a “general occupancy workforce housing community.”

The Urban Land Institute defines “workforce housing” as “housing affordable to households earning between 60 and 120% of area median income.”
Harrold said Hempstead Landing will be Leadership in Energy and Environmental Design (LEED) certified by the U.S. Green Building Council.
Hempstead Landing received 9% housing tax credits from the Ohio Housing Finance Agency, according to Spire’s website.
Attempts to reach an OHFA spokesperson Tuesday were unsuccessful. The agencies’ website states that developers “constructing or rehabilitating affordable housing statewide” can apply for 9% housing tax credits.
“Due to the demand for 9% credits, OHFA typically funds only 25 to 30% of all applications submitted,” according to the state website. “In addition, because of the cost of applying for the program and the extensive compliance requirements, the program is best suited for rental housing developments with 25 or more units.”
Hempstead Landing will include a fitness center, resident lounge, laundry facility, indoor bike storage, and onsite management and maintenance office, Harrold said.
Units will include all major appliances, washer/dryer hookups, plank flooring, walk-in closets and ceiling fans, he said.
“We are excited for the opportunity to provide a new, high-quality, energy-efficient housing option for the residents of Kettering,” Harrold said.
“The development will improve an overgrown and underutilized infill lot that will have a positive economic impact for the city, while also upgrading the storm water infrastructure for the surrounding neighborhood, an investment we were happy to make for the benefit of the project and community,” he said.
