NEW DETAILS: Lane closure miscommunication possible in death of worker hit by car in Huber Heights

Huber Heights police said a potential miscommunication about lane closures is being investigated related to the death of a utility worker who was hit by a car Sunday morning on state Route 4.

The 61-year-old man killed was identified as Garth Haselto of Piqua, according to Montgomery County Coroner Dr. Kent Harshbarger.

Haselton was working construction pulling cable lines for USI Cable at the time of the crash, according to Huber Heights Police Division. He was reportedly wearing dark clothing and no reflective gear.

“It’s unclear why Haselton was crossing the road at the time of the crash, but it appears there could have been some miscommunication between (Ohio State Highway Patrol) units, who were responsible for the traffic control at the construction detail, and the construction crews as to whether the northbound lane(s) were closed at the time he was walking in the roadway,” police said Monday.

The crash took place around 7:05 a.m. Sunday in the northbound lane of state Route 4 near Chambersburg Road.

“There were multiple signs placed by construction crews leading up to the area of the crash notifying motorists of the roadwork ahead; however, all northbound lanes of travel were open at the time of the crash,” a police press release says.

Huber Heights police are working to get statements from OSHP, as well as body and cruiser camera footage from troopers working during the crash.

The driver who hit Haselton told police he was in the middle of the road when she hit him. Speed, alcohol and drugs are not considered contributing factors to the crash, according to police.

The driver attempted to brake and swerve to the left as Haselton was struck in the roadway by the vehicle, a police report says. The driver sustained no injuries.

A Huber Heights ambulance was returning from another call for service and was at the scene almost immediately, police said. Haselton was transported to Miami Valley Hospital and was pronounced dead.

Northbound state Route 4 was closed for approximately three hours Sunday after the crash.

The crash remains under investigation by the Huber Heights Police Division Accident Investigation Team.
