Police surrounded the crash site in yellow caution tape, and Central Avenue was closed between North Locust and Walnut streets while crews worked to remove the semi and investigate the crash.
“The water tower is still structurally sound and poses no danger to the public,” a statement posted Tuesday afternoon on the city’s Facebook page read.
The property, which is available for development, is owned by the city of West Carrollton and formerly was the site of a paper company, said city spokeswoman Cheryl Dillin.
