Burkholder resigned from his city manager position in 2018. Since leaving Brookville, Burkholder said he has done consulting work and volunteered with the Ohio City County Management Association.
Prior to working for Brookville, Burkholder worked for Hartford, Ohio, as village administrator. He also has been a township trustee in Etna, Ohio, where he currently lives, and on the Pickerington (Ohio) City Council.

The community development director will oversee economic development, coding and zoning enforcement in the city, Riverside City Manager Mark Carpenter said, and it’s a new position for the city.
Burkholder will make $83,200 per year, Carpenter said.
Seven of the 14 people who applied for the community development position were interviewed.
