Bob Gruhl, currently the county’s Department of Job and Family Services deputy director, will report directly to Colbert, according to a letter Colbert sent to county employees Monday.
Gruhl’s focus in the coming months will be implementing recommendations that will be made by a team of consultants who visited the shelter last week.

“He will be overseeing the change management process of the Animal Resource Center as we work to implement the best practices for operations recommended to us by Team Shelter USA,” Colbert wrote. “Bob brings significant experience in change management and process improvement to this role.”
Mark Kumpf, who remains director of the ARC, is currently not at work. He filed a workers compensation claim, the county confirmed last week.
