“I observed Mr. Brown was in and out of consciousness and disoriented,” Dayton Police Officer Bryan Camden wrote in the incident report.

Police reported Brown resisted officers attempts to get him out of the vehicle.

“Once Mr. Brown was removed from the vehicle, he staggered and stumbled and appeared to fade in and out of consciousness. “

Brown’s pupils were constricted, and his breathing was labored, according to police.

Medics arrived on the scene and administered 2 milligrams of naloxone, according to police.

“The naloxone, an opiate reversal drug, had the desired effect,” Camden wrote.

During a search of Brown’s vehicle officers located a dollar bill folded to resemble a “paper bindle” which contained white powder, according to the incident report.

Brown was transported to Good Samaritan Hospital for treatment.
