Man indicted after being shot by Kettering officer with clean record

A Montgomery County grand jury this week indicted a Dayton man who reportedly fled before being shot by a Kettering police officer.

On the same day details of charges against Wayne Morgan emerged, Kettering police also released the personnel file of officer Matthew Stull, who shot Morgan after a traffic stop June 21.

Morgan, 31, has been indicted on charges of having weapons under disability, a third-degree felony; improper handling of a firearm, a fourth-degree felony; carrying concealed weapons, a fourth-degree felony, and failure to comply with a police officer, a first-degree misdemeanor.

Stull has served with the Kettering Police Department since May 2015. He has 8 years of law enforcement experience that includes the Beavercreek Police Department and Sugarcreek Police Department.

His reviews while serving in Kettering reveal that he has consistently been graded as an officer who performs at the “Above Standards,” or “Outstanding” levels ranging in topics from job knowledge to quality of work.

Stull’s strongest assets, according to his personnel reviews from his supervisors, included his ability to successfully make drug arrests and also being “calm, confident and comfortable making patrol decisions in the field.”

The reviews also noted that Stull maintained a “high degree of professionalism while dealing with combative or uncooperative subjects.”

There were no issues of discipline or evidence of misconduct recorded in his file.

Police said Morgan ran from a traffic stop at Smithville Road and Ewalt Avenue on June 21.

Morgan, a passenger, ran from the stopped vehicle. Police said Stull, while giving chase on foot, saw that Morgan had a handgun and ordered him to drop it.

Morgan ran into an alley and turned quickly toward the officer, who fired when he thought he was forced to defend himself, police said.

Morgan was hit in the arm and side. He was released from Miami Valley Hospital June 23 and taken to Montgomery County Jail.

The driver of the stopped vehicle was not detained and was released at the scene.
