Murder victim knew attacker, police say

A murder victim's brother was arrested at the scene of the crime Wednesday after he crossed the crime scene tape against officers' orders in an attempt to view his brother's body.

Lucas Waters, 34, was found dead inside his home in the 1700 block of Harold Avenue shortly after 5:30 p.m. Tuesday. Police said a family member discovered Waters' body. A large group of family and friends came to the scene after word spread, and officers arrested Waters' brother, whose name has not been released, after he crossed the crime scene tape, said Lt. Wendy Stiver.

"It's unfortunate that it happened, but when people try to cross crime scene tape at crime scenes or contaminate the scene, we have to take action," she said.

The Montgomery County Coroner's Office ruled Waters' death a homicide following an autopsy Wednesday, indicating he died of multiple gunshot wounds. His time of death is listed as 11 a.m. Tuesday, which is the last time he was known to be alive.

While Stiver said she did not have any suspect information, she said it's believe Waters knew his attacker. She did not indicate if there was any sign of a break-in or a struggle at Waters' home.

"At this point we believe this was not a random crime," she said. "The victim does have a history with (police), and at this time, whether or not that's relevant to his death, relevant to this case, is unknown."

Waters does have an extensive criminal history in Montgomery County, with multiple convictions on drug-related crimes, according to court records.
