The victim is Samantha Decker, 24, who police said was found shot at the Villages at Wildwood Luxury Apartments, WCPO reported.
Police are actively searching for Nicholas Delaney, who is believed to be driving a 1996 yellow Ford Mustang with Ohio license plate number EUN 7699, according to WCPO. Delaney is believed to be armed and dangerous.
