‘Culture of corruption:’ 7 times area public officials accused of fraud, theft

The FBI’s ongoing probe into corruption in the Dayton area – resulting in four arrests, with more likely to come, prosecutors say – follows several examples of fraud, self-dealing and corruption in area governments in recent years.

The Dayton-area isn't alone. The Ohio Auditor of State in 2017 released a report chronicling local government employees pocketing funds across the state over the prior decade. The report totaled $3.4 million in missing funds at 77 governments, and 53 convicted public employees.

Here are several examples from Dayton Daily News archives: 

1. Wright State University last year settled a federal investigation into fraudulent misuse of H1B visas by the school by agreeing to pay a $1 million penalty. The criminal probe led to an internal audit and other investigations that identified millions of dollars in questionable spending by school officials.

2. In 2017, a Montgomery County Prosecutor’s Office employee was convicted of stealing nearly $90,000 from the county.

3. Dayton prosecutors in 2017 declined to charge anyone after 19 golf carts were potentially stolen from a city-owned golf course and membership funds were never deposited.

4. A Montgomery County Environmental Services Department employee was convicted in 2016 of stealing more than $12,000 collected for water bills, causing some residents to be notified that their water service would be shut off.

5. A former Dayton law department executive secretary was sentenced in 2015 to five years in prison for a check cashing scheme that cost the city more than $365,000 and included numerous accomplices.

6. Clark County Prosecutor Andy Wilson in 2012 said Miami County had a “culture of corruption” after a former county maintenance director and former Troy city councilman was convicted of charges including theft in office.

7. In 2015, Raleigh Trammell was released from prison after he was convicted in 2012 of stealing public funds from a program providing home-delivered meals to the poor. Trammell's daughter was also convicted of stealing taxpayer money.
