Rezoning for 127 homes, Castrucci auto mall plan approved in Miamisburg

@8:30 a.m.: Rezonings for a 127 new home development and the proposed site for an auto mall were approved Tuesday night by Miamisburg City Council.

The votes by council also approved the preliminary development plans for both Courseview at Pipestone and the Matt Castrucci Auto Mall.

Final development plans will need to be voted on before construction can begin on both projects.

FIRST REPORT

Two plans to rezone a combined 80 acres for an auto mall and 127 new homes west of Interstate 75 are set to go before Miamisburg City Council tonight.

The proposals involving the Matt Castrucci Auto Mall and a subdivision by Inverness Homes each involve about 40 acres and are subjects of public hearings.

The housing plan — Courseview at Pipestone — involves land off Miamisburg Springboro Road near the Austin Boulevard/I-75 interchange that the city annexed last year from Miami Twp.

If approved, the land would change from agricultural to planned residential. That is the “highest level of control you can have in a residential development,” Miamisburg City Manager Keith Johnson said.

“They have (tight) landscaping guidelines,” he added. “They have (tight) guidelines regarding the housing that’s built out there.”

The rezoning would involve about 42 acres and the current plan calls for more than six acres of open space, city records say.

The subdivision — bordered by Miamisburg Springboro and Medlar roads, and Pipestone Golf Club — would have homes “composed of quality architectural materials, including brick, stone, wood, fiber cement board or vinyl siding. Vinyl siding is permitted only in limited areas,” city records say.

The proposal is one of two in Miamisburg that, if approved, could bring more than 300 new homes to the city. The other — Deer Valley — calls for nearly 200 homes off Benner Road, west of the Miamisburg Springboro Road intersection.

Miamisburg City Council has approved the rezoning for Deer Valley, which calls for 197 homes on about 86 acres. That rezoning is the focus of a petition drive to have voters decide on the issue this fall.

Approval by council on both the Courseview subdivision and the auto mall zoning changes would involve voting in favor of a preliminary development plan. Final plan passage is necessary for both projects to begin construction, according to the city.

The Matt Castrucci group of dealerships has submitted plans to relocate from Mall Park Drive north of the Dayton Mall to Byers Road, west of the mall and Interstate 75.

The rezoning involves about 38 acres near the Lyons Road intersection, according to Miamisburg records.

Plans call for the construction of five buildings — four dealerships and a body shop — and a large parking area for customers, inventory and employees.

Dealerships would include Honda, Kia, Nissan and used cars. Mazda is not part of the plan, records show.

In 2017, Matt Castrucci told the Dayton Daily News that he was planning the move to effectively double the auto mall’s space. The rezoning request is to change two parcels from highway service and office service to special development district, according to the city.
