Vote possible tonight on Clearcreek-Springboro annexation, parks deal

Township trustees are expected to discuss — and possibly approve — tonight a new 10-year deal limiting annexation by Springboro and committing to $500,000 to a new Springboro park.

The new “coterminous” agreement is not on the agenda for tonight’s Clearcreek Twp. trustee meeting.

But Trustee Ed Wade said the proposed agreement would be discussed and possibly voted on during the meeting set to begin at 5:30 p.m. at the township administration building.

The agreement with Springboro would contribute $500,000 to Kacie Jane Park over 10 years, require township consent for annexation of the township by the city, prevent the city from forming its own fire department and split inside property tax millage the township would otherwise collect.

It is identical to one the trustees tabled in mid-February so Trustee Steve Muterspaw could try to negotiate a better deal for the township.

Muterspaw did not return calls requesting comment on the lack of change in the proposed agreement.

All of Springboro is within the limits of Clearcreek Twp. The township provides fire protection and ambulance services to the city as well as unincorporated areas of the township through a property tax levy.

Since 1989, the city and township have used the “coterminous” agreements to set boundaries beyond which no annexation would take place without the township’s support.

The meeting is to begin at 5:30 p.m. at the township administration building, 7593 Bunnell Hill Road (the corner of Bunnell hill and Ohio 73), east of Springboro.
