The Dayton Bar Association filed a complaint in 2018 against Sullivan over his handling of four cases between 2013 and 2016. Sullivan failed to respond to requests for documents in that complaint, the association said.
Sullivan, who was admitted to the Ohio bar in 1993, was accused of failing to diligently represent three clients, failing to inform clients he did not carry professional liability insurance, and engaged in dishonest, deceitful and fraudulent conduct with them.
The court was divided over how Sullivan should be disciplined. The majority held that Sullivan should be suspended from the practice of law for one year and be reinstated with conditions for the second year.
Sullivan had no previous disciplinary actions against him.
