Lewis served as Dayton’s assistant city manager and a member of the city plan board.
He also represented the 38th district in the Ohio House of Representatives between 1995 to 1998.
Lewis’s leadership resulted in tangible advancements that can still be seen today, according to a release from the Dayton Area Chamber of Commerce.
Between 1965 and 1969, Lewis chaired Dayton’s Special Committee on Urban Renewal and was responsible for a proposal that received some of the first federal dollars through the Model Cities program.
