$2M improvement to Patterson Blvd. from Riverscape to Oregon District planned

DAYTON — City officials plan to spend $2 million in state funds to create a walkable and bikeable connector along Patterson Boulevard – from RiverScape to the Oregon District – in hopes of boosting housing and business development downtown.

Lighting, trees, landscaping, wider sidewalks and bikeways will be added along Patterson between Second and Fifth streets.

Riverscape, the Oregon District and Fifth Third Field have been a focal point of development in the last decade and, along with the Aerospace Hub, have become key to downtown’s revitalization, officials said.

“When we talk about extra lighting and making it more walkable, that spurs development,” Commissioner Nan Whaley said Wednesday. “It seems to be a natural place for housing. But the banks have to start financing things.”

The project is the second phase of the Patterson Boulevard Canal Parkway. The first installment of lighting and sidewalk improvements is in place along Patterson from Monument Avenue to Second Street.

The city must submit its second phase of the plan to the Ohio Cultural Facilities Commission for approval by next week and will likely get approval in May, officials said.

Pending approval, construction will begin in 2012, said John Gower, head of the city’s Planning and Community Development Department.

Mayor Gary Leitzell said he hopes the renovations will attract not just residents, but more business.

“It would seem to be a great place for restaurants,” he said.
