According to neighbors, the man has been harassing them for days.
Tanisha Simason said, "He was crouched down with no shirt."
She said he was right near one of her windows.
"My roommate came out and chased him out," Simason said.
Residents said, sometimes, someone pounds on their door and runs.
On Monday, people on North Garland Avenue and Radio Road got fed up when a neighbor saw a man looking through a window of the teen who was getting ready for school.
Residents called police, explaining that their homes, once their castles, are now practically prisons.
"It's kind of like being violated because you can't open your blinds anymore," Simason said.
The voyeur is described as a white man with a stalky and muscular build.
Police said it is possible that the man could live in the area.
