Parker took over in 2018 as the leader of the Premier-affiliated hospital, which is one of the largest employers in Miami County. At the time he took the helm, the medical center was also navigating new competition as the region’s other large health system, Kettering Health Network, expanded into the area with a new $60 million Troy hospital.

Upper Valley Medical Center in August started to build an addition on the south side of the hospital that will expand its cardiopulmonary rehabilitation program. The 7,600-square-foot addition that broke ground will more than double the size of the existing cardiopulmonary rehab department and also will include space for exercise and wellness activities for hospital staff, according to a statement from Upper Valley.
Upper Valley has 1,200 employees.
His retirement announcement stated Parker began his career locally in the Miami County Probate and Juvenile Court system in 1980 before transitioning to oversee behavioral health services for Upper Valley in 1992. He held different leadership roles with Upper Valley including vice president of operations, senior vice president of operations, chief operating officer and CEO.

Upper Valley Medical Center is part of Dayton-based Premier Health, which also operates Miami Valley Hospital, Miami Valley Hospital North, Miami Valley Hospital South, Atrium Medical Center, and other services like an urgent care network; free-standing emergency departments; a large primary and specialty care network; and home health services.
