Work has started on construction and road project plans that will bring traffic changes to Ohio 741 across from Cox Arboretum and north of the Dayton Mall.

A company planning a 119-bed senior living complex has filed for a building permit while groundwork is being laid to extend a road where the new site will be located to Ohio 741, where a traffic signal is planned.

Trilogy Health Services applied Monday for the Montgomery County permit for the reported $12 million project. That move follows last month’s purchase of Miami Twp.-owned land for the facility on Vienna Parkway.

Construction of the two-story structure by Louisville, Ky.-based Trilogy on 6.64 acres near the Miamisburg corporation line “is imminent,” according to the township.

“We’re very excited to have Trilogy bring new jobs to the township, and I think it’s going to be a beautiful building on land that has gone undeveloped,” Miami Twp. Trustee John Morris said.

“Earth-moving equipment is on-site as we speak,” he added.

Completion of the building is expected in 2021, township officials said.

The township also plans to extend the parkway 650 feet to the state route, and a traffic signal will be installed at the new intersection.

The $2 million road extension is expected to begin in this spring, according to the township.

The road project and traffic light are aimed at improving safety in the area, township officials say. But some residents fear it will decrease safety along Vienna Parkway, where a dead end has provided a buffer for the brick-home lined boulevard from Ohio 741 for decades.

The county’s Transportation Improvement District has bids out for the extension, Morris said. The Vienna extension will be financed by a State Infrastructure Bank loan and paid off through Miami Crossing Joint Economic Development District funds, he said.

The road project will be “a good coordinated effort,” according to Morris.

“We don’t want to build a road and then have the construction” of Trilogy “tear the road up,” he said.

In September, Miami Twp. trustees approved the final development plan for the 84,889 square foot facility in what will be called Vienna Center.

Trilogy provides assisted living or personal care; memory care; post-acute healthcare services; and independent living, according to its website.

It operates more than 100 facilities in Indiana, Kentucky, Michigan and Ohio, according to its website. Nearly 30 of those sites are in Ohio, including one in Englewood.
