The second victim, a 16-year-old, is in good condition, Hall said.
Police have multiple persons of interest investigators are looking to speak to, but officers did not identify any potential suspects.
Investigators are looking for a silver Saturn Vue SUV with distinctive features, including a spare tire on the right-rear wheel and heavy window tint, Hall said.
An initial investigation found the shooting appears to have stemmed from an ongoing dispute and is not believed to be random, Hall said.
