Police said Foulke admitted to having sex with the juvenile victim as well as sexual contact with her in his bedroom, according to court records.
Foulke's arrest comes after his father called police March 10, about a photo he found on his son's computer. The photo depicted a nude 2-month-old baby in a compromising position, court records show.
During the investigation, police learned of the alleged activity between Foulke and the victim, according to court records.
The judge set bond at $20,000. Foulke is being held in the Clark County Jail.
