Riverside City Council approved the agreement at its Sept. 5 meeting.

The project will cost $3.6 million. Riverside is responsible for $2.7 million. The Miami Valley Regional Planning Commission is funding $918,000 of the East Springfield Street project.
ODOT will resurface the road, replace failing storm sewer inlets and replace the curb. Lighting will be added the length of East Springfield Street, and ODOT will also upgrade the traffic signals at the Air Force Museum and Wright-Patterson Air Force Base.
The project will reduce the number of lanes on East Springfield Street from four to three. A turning lane will be added in the middle and bike lanes will be added on either side.
Construction will begin in the spring of 2021 and is scheduled to take about nine months, said Riverside Public Service Director Kathy Bartlett.
Riverside contracted Pavement Management Group to assess roads in the city in March. The study found that 70% of roads in Riverside are in fair or poor condition. Bartlett said this portion of East Springfield Street is in poor or very poor condition.

The city will be responsible for the upkeep of the road after the project is complete.
