The incident occurred in the area of Somerset Drive in Miamisburg, Trina Pettit told News Center 7's Sean Cudahy on Thursday night. Her daughter was walking with a friend at the time.
"He pulled over and called her over (to his car), Pettit said. "She got close enough to see what she seen. That's when it terrified her and she ran home."
Pettit said now her children aren't allowed to go anywhere unless she walks with them.
"We're still dealing with it," she said. "I'm terrified. I know it can happen anywhere. But I never would think it would happen to mine. But I guess it can."
Miamisburg police have said they have no leads.
People who commit the kind of act her daughter saw are “sick and disgusting,” Pettit said. “They need to be put away and not be a part of society.”
The 11-year-old, Heather Lucas, said the ordeal of having someone expose himself to her was scary.
"Every black car that I see, I'm always scared," Heather said. "I really can't sleep at night anymore."
