Local 957, the collective bargaining unit for Miamisburg workers not associated with the police department, is the city’s largest union with 31 members, records show.
Its three-year contract with the city expired Dec. 31, records show.
The city declined to comment on the issue, as did fact-finder Christopher E. Miles of Pennsylvania. Attempts to reach union officials have been unsuccessful.

The city’s contracts with its two police unions — which records show represent 33 employees combined — began Jan. 1. The patrol officers’ union deal expires at the end of 2018 and the sergeants’ agreement at the end of 2019.
