The city of Middletown paid 15 employees more than $100,000 last year, compared to 13 in in 2016, according to the I-Team Payroll Project searchable database of public employees.

The city's highest-paid employee last year was Lt. Jim Cunningham, who retired after 28 years with the department and cashed out $120,302 in unused leave to bring his total compensation to $216,929. Third from the top was Mark Hoffman, who retired as assistant police chief in April 2017 and cashed out $104,647 to take home $135,465.
An I-Team investigation last year found the ability to cash out unused sick and vacation leave is a rare perk in the private sector, though local governments are on the hook for tens of millions of dollars worth of these payments.

Another police officer whose pay broke into the top 10 last year was patrol Officer Kristina Hughes, who got there with $31,655 in overtime.
