"I heard loud, loud gunshots, over and over," Tiffany Morgan said.
Morgan said as soon as she heard those gunshots, she rushed outside her home and witnessed a gruesome scene.
"I saw the shooter first, who took his own life, and then I looked over and saw the girl," Morgan said.
Multiple witnesses at the scene told Seiden the deadly shooting followed a wild chase.
Morgan said the shooter drove after his victims, and started shooting as soon as they turned down the street. She said he then turned the gun on himself.
"They had nowhere to go," Morgan said. "The girl screamed for someone to call 911. She was screaming for help."
The victims' identities have not been released.
Investigators are reviewing security footage from some nearby houses.
