Ernest Earls, 55, was arrested Friday after his neighbor called authorities to report what he had seen on the other side of his fence along Rainbow Drive.
The video, which was shared with WSB-TV, appears to show a man inside a garage lift a puppy by its leash for several seconds.
“I was just horrified for that dog,” the neighbor, who asked not to be identified, told the news station. “It was terrible. A puppy shouldn’t be treated like that. No animal should.”
The neighbor said he installed his surveillance cameras after someone shot his cat with a pellet gun, causing it to lose its leg.
Gwinnett police said Earls’ dog was impounded by animal control and that there were no other pets inside the home.
Earls was released Friday after posting $1,850 bond, Gwinnett jail records show.
