Shirtless man detained by witnesses during rock-throwing rampage, police say

A shirtless man went on a rock-throwing rampage Tuesday, damaging buses and multiple vehicles before witnesses subdued him until police arrived.

Emmanuel Moncada, 32, can be seen in a cellphone video throwing rocks at vehicles around 3:50 p.m., KTLA reported.

Police said the video shows Moncada started throwing rocks at a bus and then walked over to another bus and threw rocks at it. The driver and the passengers got off the bus and fled, KTLA reported.

When Moncada boarded the bus and tried to drive it, witnesses confronted him, dragged him off the bus and restrained him, the video shows.

Police said that, when they arrived, they took custody of Moncada.

Investigators said Moncada injured one person and damaged 16 vehicles.

He was arrested and charged with suspicion of attempted carjacking and assault with a deadly weapon, KTLA reported.
