Crystal Elaine McMillian, 38, of Rogersville, was charged Wednesday with aggravated child abuse, WCYB reported.
According to officials with the Hawkins County Sheriff's Office, a deputy responded to a home in Rogersville and saw McMillian still holding the whip, the television station reported. According to an arrest report, McMillian appeared to be intoxicated, WJHL reported.
According to the arrest report, McMillian admitted to hitting the children -- a 7-year-old boy and a 12-year-old girl -- but added they hit her first, the television station reported.
A deputy said the boy had two cuts on his forehead and a knot on the back of his head, WCYB reported. The girl was hit several times on her bottom, police said.
