Burgan’s remains were uncovered in September at the Hemple Road home of Gilbert Revere. He has been indicted for crimes in connection with Burgan, described in court records as the defendant’s former girlfriend, but Revere has not been charged in Burgan’s death.
All four women were reported missing more than 18 months ago. Burgan was 47, English 41, Flack 30 and Miller 47, records show.

All four have a history of prostitution, Middletown police Police Maj. Scott Reeve has said.
This news organization, using public records laws, this week obtained a Sept. 6 affidavit and the Dec. 12 returned search warrant. The affidavit states a woman at the property said Revere “tries to save drug addicts and prostitutes.”
The affidavit states a Moraine police officer believed “the residence and the adjacent property could hold evidence relating to the disappearance of Burgan and other missing persons.”
The warrant sought “all identifying information” for the four women.
Revere, 57, said he dated Burgan but had not seen her in a year and a half, according to the affidavit. She was reported missing May 16, 2017.
The September affidavit includes an interview by Middletown Det. Kristi Hughes of Regina Griffis, described as Revere’s then-girlfriend. Griffis told Hughes the Moraine man “likes strangulation” and had “numerous sex toys at the residence, including restraints, oxygen deprivation masks and other bondage equipment.”

The court documents state police found Burgan’s ID card, Social Security card and other miscellaneous cards in a wallet at the Hemple property.
Police also recovered prescription medications belonging to Burgan and other personal items of Burgan’s in a tub and tote container, the court records show.
Human remains believed to be Burgan’s were found hidden under a tent in a wooded area on the property at the Hemple Road property. He was indicted by a Montgomery County grand jury in September on – and pleaded not guilty to – tampering with evidence, gross abuse of a corpse and failure to report knowledge of a death, court records show.
A DNA analysis on remains found on the property confirmed they were Burgan’s, investigators said this week. Revere has not been charged with any other crimes in the case. He is free on bond that includes electronic monitoring, court records show.
English was reported missing May 11, 2016, by her daughter.

English was a friend of Lindsay Bogan, who was missing for months before her remains were found in July 2016 by a farmer, according to police. Bogan, 30, was identified through dental records, Butler County authorities said.
Flack was reported missing by her father on Sept. 1, 2016. Detectives have followed leads about Flack’s whereabouts, even traveling to Lexington, Ky., but have not found anyone who has heard from her, according to police.
At the time she was reported missing, Flack was described as 5 feet and 9 inches tall and 110 pounds, with brown hair and brown eyes.
Miller was reported missing on Feb. 17, 2017. According to Miller’s aunt she was last seen on Grimes Street leaving a house with a man.
She also goes by the names Melinda Oney and Mindy Oney. At the time she was reported missing, she was described as having blonde hair and blue eyes, weighing 140 pounds.
