Ohio 741 and Byers Road are key business, entertainment and lodging corridors for the township and the city. The jurisdictions share the Miami Crossing District — formerly known as the Dayton Mall area — and the project is important to that area’s long-term plan, said Crystal Corbin, deputy director for the Montgomery County Transportation Improvement District.
“Specifically, this will provide improved access to (the) Miami Crossing area and surrounding businesses and hotels and State Route 741 businesses and retail,” Corbin said. “This project will also help solidify long-term commercial viability and retention.
“These improvements intend to enhance and complete access between several multi-family residential complexes and the commercial areas adjacent to the Dayton Mall and contribute to the safety of pedestrians and vehicular traffic,” she added.

Improving access to pedestrians and cyclists around the mall is one of the goals in a master plan adopted by the Miami Crossing Joint Economic Development District board in 2015.
The project is set to be completed in three phases and targeted to end in June 2019, Corbin said. Specific work, according to the township, includes:
•A 10-feet wide asphalt walk along the south side of Lyons from Byers, excluding the bridge;
•A 14-feet wide path along the south side of the Lyons bridge over I-75 will allow for a barrier across the bridge;
•An eight-feet wide concrete walk along the west side of Ohio 741 from Lyons to connect to an existing walk to allow for safer pedestrian access;

•Curbs and gutters will be added;
•Lyons will be resurfaced within the project limits, excluding the bridge.
The first phase of the work will include work on the shoulder of the northern most lane of Lyons. At least one lane of traffic on Lyons will be open at all times, according to the county TID.
As the project moves forward, traffic will be maintained along Lyons and Ohio 741, but it will be shifted away from construction zones for the safety of workers and the public, according to the township.

Most of the work is being funded by a $1.06 million federal environmental grant. The remainder of the project will be funded by Miami Twp., with the local money coming from the Tax Increment Financing District funds, according to board of trustees President John Morris.
Trustees last week to approve a loan agreement for $584,200 with the Ohio Department of Transportation’s State Infrastructure Bank to finance the project’s cost.
