Proposed $34M development at Warren County factory site: 5 things to know

1. Annexation holdup. Plans for more than $34 million in construction along the Little Miami River now hinge on approval of annexation of the 14-acre Peters Cartridge Factory property and other land by the Village of South Lebanon.

2. Plans for the building. Developer Bloomfield/Schon is planning to convert the historic complex, where ammunition was made for almost a century, into 128 loft apartments, office space and a restaurant.

3. Desired site. The property is along the east bank of the Little Miami River. It fronts on a stretch of the multi-use trail along the east bank of the river. It was the site of a U.S. EPA cleanup.

4. School districts at odds. Officials from the Village of South Lebanon, Kings School District and Hamilton Twp. are at odds over the proposed annexation and an agreement depriving the school district of property taxes on the development.

5. The cost. The development is expected to cost more than $25 million and has benefited from a handful of subsidies. The Warren County Engineer's Office is also planning a new $9.5 million bridge crossing the river just north of the development and leading east into Kings Mills and west into Hamilton Twp.
