Fire Capt. Adam Blake rose to become West Carrollton’s second highest-paid employee last year after receiving more than $28,000 in overtime pay.

The city of West Carrollton paid 54 employees more than $50,000 last year, including two over $100,000, according to the I-Team Payroll Project searchable database of public employees.

The city’s highest paid employee was Bradley Townsend, same as last year. But Police Chief Douglas Woodard fell from second-highest to eighth, with a couple of fire captains passing him on the pay scale after each earned more than $27,000 in overtime pay last year.

Fire department command staff make up many of the region’s highest paid workers — caused largely by overtime — spurring citizen complaints in Kettering.

2. Adam Blake, fire captain: $100,360

3. Andrew Shepherd, fire captain: $99,342

5. Richard Norton, service director: $96,671
