Gilberry is expected to be the nickel tackle in his first action since Week 4, when he was with the Lions.
The other notable inactive is wide receiver James Wright, who was listed as questionable with a hamstring injury. He becomes the first Bengals player with the questionable designation to not play this season. Rookie fifth-round pick Cody Core will get the nod in his place. The only other game Core has played this year was Week 5 at Dallas. He is still looking for his first career reception.
Also inactive for the Bengals is linebacker Rey Maualuga (fibula), who was ruled out Saturday, along with quarterback Jeff Driskel, cornerback KeiVarae Russell, offensive lineman Christian Westerman and defensive tackle DeShawn Williams.
For the Giants, wide receiver Victor Cruz and former Bengals cornerback Leon Hall are inactive, but linebacker Jonathan Casillas (calf), who was a surprise addition to the injury report Saturday will play.
The other inactives for New York are offensive linemen Justin Pugh and Will Beatty, former Bengals quarterback Josh Johnson, defensive end Kerry Wynn and linebacker Deontae Skinner.
