Miller also missed the opener against Minnesota, but redshirt freshman Luke Wypler played well in his place.
Proctor started last week but left the game late with an apparent injury. HIs replacement would likely be Bryson Shaw, a 6-foot, 195-pound sophomore from Eldersburg, Md.
Jerron Cage and Jantzen Dunn are also listed as game-time decisions.
Cage is a senior defensive tackle from Cincinnati expected to be part of the rotation inside when healthy. He missed the opener.
Dunn is a true freshman safety from Bowling Green, Ky., who also was unavailable last week.

Absent from the unavailable list are veteran cornerback Cam Brown and Sevyn Banks, which means Ohio State should be at full strength at that position. Brown and Banks both missed the opener, leaving the rotation to freshmen Denzel Burke, Ryan Watts and Lejond Cavazos along with converted running back Demario McCall.
Burke graded out as a “champion” performer according to the coaching staff and received praise from defensive coordinator Kerry Coombs for his play.
Another player unavailable last week who could help the Buckeyes against the Ducks is Palaie Gaoteote, a linebacker who transferred from USC. A school spokesman shared Friday night his petition for immediate eligibility has had been granted by the NCAA.
Also out this week are defensive lineman Noah Potter and Tyler Friday, offensive linemen Jakob James, Trey Leroux, Ryan Smith and Toby Wilson, defensive back Jaylen Johnson and receiver Kamryn Babb.
Friday has a likely-seaon-ending knee injury, and Melton has been identified as having a long-term leg injury as well.
